Averages get averaged, or percentages get added up, and the total lies.
Nobody sees which teams did not report until the total looks odd.
The plant wants its OEE, and management wants every plant’s. Someone has to gather what each team measures, check that all of them measure the same thing the same way, add up what adds up and average what averages, and see which teams did not report. In spreadsheets it is manual work every month, and it breaks when a team changes a formula or a column.
